1 : a governance system allowed to be used by the people only in situations where the process is easily manipulated to achieve the King’s desired outcomes
2 : a decision making process by the people that is used only if it doesn’t take up too much time

Selective democracy can often achieve the illusion of democracy without the hassle of actual democracy.
